UGGC & Associés advises the State Agency for financial software for the project Chorus
As part of the updating of the State’s financial data processing system and to bring its accounting system into final compliance with the LOLF (organic law on budget acts), UGGC & Associés assisted the AIFE (Agence pour l’informatique financière de l’Etat: State agency in charge of financial data processing which is part of the Ministry of Finance) for its acquisition of the Chorus project, which will take over from the current program called ACCORD.

The two largest software editors in the world, Oracle from the USA and SAP from Germany, were in competition in this acquisition, for an estimated price of EUR 20 to 40 million.

Upon completion of a process called “dialogue compétitif”, during which the bidders negotiate with the public authority, the State chose SAP.

In addition to the actual monetary value of the acquisition, this is a particularly significant transaction from a commercial point of view since the ultimate objective of the Chorus project is to set up integrated software that will be the same for thousands of civil servants, thus streamlining the way public finance is managed.
