MEDEF Morning Session on July 2, 2026: “Environmental Law: What Reforms Are Needed to Balance Environmental Ambition and Economic Activity?”

On July 2, the “Environmental Law” working group of the Mouvement des Entreprises de France (MEDEF) organized a morning session focused on a key issue:

How can we develop environmental law to make it clearer, more stable, and more predictable, while also addressing the need for simplification?

On this occasion, Carine Le Roy-Gleizes had the pleasure of moderating a roundtable discussion bringing together speakers from a variety of backgrounds:

• Anne-Cecile RIGAIL – Head of the Technology Risk Division, General Directorate for Risk Prevention (DGPR)
• Pia Savart – Legal Counsel, France Nature Environnement (FNE)
• Alan Hervé – Professor at Sciences Po Rennes, Jean Monnet Chair in European Union Law
• Vincent CALLEJA – Chief Executive Officer of TERTU EQUIPEMENTS
• Bruno Lestrade – Expert in de-fossilization and decarbonization in industry, CNTE, CSE, CGT
• Nicolas Haslé, representing the National Federation of SCoTs
• Caroline Granier – Economist, Project Manager at La Fabrique de l’industrie.

Each participant expressed their perspective on the evolution of environmental law in light of simplification efforts (and attempted to answer this difficult question: How can environmental law be made more accessible, stable, and predictable?) .

These interesting discussions also focused on ensuring project security (particularly with a view to reindustrialization) and environmental dialogue, which is more necessary than ever.

The morning session also provided an opportunity for MEDEF’s Environmental Law Working Group to present its white paper, “Modernization of Environmental Law.” The result of several months of work carried out with member federations and companies—and to which UGGC’s Environmental Law Department also actively contributed—this document brings together 15 ready-to-implement proposals that public authorities can put into practice immediately.
