Revue de Droit Immobilier – July-August 2025 – Electricity storage: a high-voltage environmental and urban planning challenge
At a time when the energy transition is becoming a necessity, the French government is firmly committed to developing renewable energies in order to achieve carbon neutrality by 2050.
This dynamic is set to profoundly transform the French energy mix, which is still largely structured around nuclear power. However, this paradigm shift is accompanied by a major challenge: the inherent intermittency of renewable energies, which can undermine grid stability and jeopardize the security of electricity supply.
Against this backdrop, electricity storage is emerging as a strategic link in the energy chain. It offers an effective technical response to production variations, helping to guarantee the continuity of the public energy service. Driven by a dynamic of innovation, storage technologies are developing at high speed across the country, and are already making an active contribution to energy transition objectives. However, the siting of these facilities raises unprecedented legal issues at the intersection of town planning and environmental law.
